When the production company, Carolco Pictures, filed for bankruptcy, the project was reworked into a standalone project. Its development started in 1997 after Jon Cohen’s script reached Spielberg and Cruise. Production suffered many delays due to Cruise’s Mission: Impossible 2 and Spielberg’s A.I. running
