Animal rights groups are at risk of losing their nonprofit status if House Resolution 9495 passes. There is already precedent for designating nonviolent animal rights activism as terrorism. The Animal Enterprise Terrorism Act designates certain conduct that interferes with the operations of an animal enterprise as terrorist activity. Activists have even been prosecuted, convicted, and imprisoned as terrorists. There is real reason to believe that H.R. 9495 would impact animal rights nonprofits.
